Facebook says Monday's outage was the result of a 'routine test'

User rates in the US and Europe remained mostly static, and the small growth came in other areas of the world. On the call, Zuckerberg framed the numbers as a sign that Facebook had remained stable and was saturated in "developed countries". In response to concerns about data privacy, the EU enacted regulations in May requiring tech companies like Facebook to better-protect user data.

Facebook has long faced complaints about lack of transparency in its decision-making around removing this post. Zuckerberg stressed to reporters he did not know that Facebook had hired the organization, called Definers Public Affairs, with which the company since has severed ties. "This type of firm might be normal in Washington," he said, "but it's not the kind of thing I want Facebook associated with."
